WhatsApp Business API Pricing 2026
WhatsApp Business API pricing confuses almost everyone the first time. There's no monthly fee from Meta, no per-seat price, and no single "cost per message". What you pay depends on who you're messaging, what kind of message it is, and how many you send.
This guide explains how Meta charges for the WhatsApp Business Platform (the official name for the WhatsApp Business API), using Meta's rate card effective October 1, 2026. It includes the latest changes, real rates for popular countries, and worked examples you can check yourself.
How WhatsApp Business API pricing works
Meta moved the WhatsApp Business Platform from conversation-based pricing to per-message pricing in 2025. Each delivered template message is billed on its own. Two things set the price:
- The recipient's country. Meta groups countries into markets using the recipient's phone number country code. Large markets such as India, Brazil, Germany or the UK have their own rates. Smaller countries fall into regional groups such as "Rest of Western Europe" or "Rest of Africa". The United States and Canada share one "North America" rate.
- The message category. Every message template you create is approved into a category, and each category has its own price.
Where your business is located usually doesn't change the price. The exception is authentication messages for some large senders, covered below. Where your customer's number is registered does.
Meta publishes rate cards in US dollars and 15 other billing currencies, including EUR, GBP, INR, BRL and IDR. Rates can change on January 1, April 1, July 1 and October 1, and Meta announces changes in advance on its pricing page.
The four message categories
- 01
Marketing
Promotions, offers, product announcements, back-in-stock alerts, abandoned-cart reminders, newsletters. Anything that tries to sell or re-engage. Always the highest rate. - 02
Utility
Updates about something the customer already did or asked for: order confirmations, shipping updates, booking reminders, payment receipts, account alerts. - 03
Authentication
One-time passcodes (OTPs) for login, sign-up or verification, using Meta's preset authentication templates. - 04
Service
Free-form replies you send while a customer service window is open, which happens when the customer has messaged you in the last 24 hours. No template needed.
Two rules of thumb:
- Templates are needed to start a conversation, or to message someone more than 24 hours after their last message. Service messages can only be sent inside that 24-hour window.
- Category matters more than country. In most markets, a marketing message costs several times as much as a utility message, sometimes 10x or more.
WhatsApp API rates by country (October 2026)
Per-message list rates in USD from Meta's rate card effective October 1, 2026, for a selection of markets. Utility, authentication and service share the same base rate in every market on this card, so they're one column here. Utility and authentication then get cheaper with volume.
| Market | Marketing | Utility / Authentication / Service |
|---|---|---|
| India | $0.0118 | $0.0014 |
| Brazil | $0.0625 | $0.0068 |
| Indonesia | $0.0411 | $0.0250 |
| Mexico | $0.0397 | $0.0085 |
| Colombia | $0.0125 | $0.0008 |
| North America (US & Canada) | $0.0250 | $0.0034 |
| United Kingdom | $0.0635 | $0.0220 |
| Germany | $0.1365 | $0.0550 |
| France | $0.0859 | $0.0300 |
| Spain | $0.0707 | $0.0200 |
| Netherlands | $0.1597 | $0.0500 |
| Turkey | $0.0109 | $0.0009 |
| Saudi Arabia | $0.0576 | $0.0107 |
| United Arab Emirates | $0.0576 | $0.0157 |
| Pakistan | $0.0473 | $0.0150 |
| Nigeria | $0.0516 | $0.0067 |
| South Africa | $0.0379 | $0.0095 |
| Rest of Western Europe | $0.0592 | $0.0171 |
The full card covers 47 markets and regions. Our pricing calculator has all of them, mapped from more than 130 countries, so you can pick your customers' country instead of working out which region it belongs to.
These are Meta's list rates only. If you use a Business Solution Provider (BSP), it may add its own per-message markup or a platform fee, and taxes are extra.
What's free on the WhatsApp Business API?
Quite a lot, if you plan for it:
- 1,000 service messages per business phone number, every month. Each business number gets its own allowance, and the count resets monthly.
- Messages in a free entry point window. When a customer messages you through a Click-to-WhatsApp ad or a Facebook Page call-to-action button, a free entry point window opens and can stay open for up to 7 days. Messages you send in it, templates included, are free and don't count toward volume tiers. Meta Business Agent messages, which are priced by tokens, are still charged.
- Customer-initiated messages. Messages customers send to you are never charged.
What changed on October 1, 2026
The October 2026 rate card brought two rule changes that matter more than any single rate:
- Service messages beyond the free tier are now charged. For most small businesses 1,000 a month per number is plenty. A busy support team answering thousands of WhatsApp chats will now see service messages on the bill.
- Utility templates are charged inside the customer service window too. Since July 2025, a utility template sent while the 24-hour window was open had been free. It's now billed like any other utility message.
- A payment method is now required for service messages beyond the free tier. Meta stops delivering service messages over the 1,000 free ones for businesses and providers without a payment method on file.
Support conversations used to be "free" on WhatsApp. Now every extra message in a support conversation has a price, so resolving issues in fewer messages saves money directly.
How volume tiers work
Utility and authentication messages get cheaper as your monthly volume in a market grows. The discount is marginal, like tax brackets: each lower rate applies only to the messages inside that tier, not to your whole volume.
For example, North America utility tiers on the October 2026 card:
| Monthly utility messages (North America) | Rate per message |
|---|---|
| 1 – 80,000 | $0.0034 |
| 80,001 – 750,000 | $0.0032 |
| 750,001 – 2,250,000 | $0.0031 |
| 2,250,001 – 3,000,000 | $0.0029 |
| 3,000,001 – 6,000,000 | $0.0027 |
| 6,000,001+ | $0.0026 |
So 100,000 utility messages to US numbers cost 80,000 × $0.0034 + 20,000 × $0.0032 = $336, not 100,000 × $0.0032.
A few details trip people up:
- Tiers are per market and per month, and reset on the first of each month.
- Tiers count charged messages across your whole business portfolio (all its WhatsApp Business Accounts), not per phone number. Free messages don't count.
- Marketing and service messages have no volume tiers.
- Thresholds differ a lot between markets. In India, the first utility discount only starts above 25 million messages a month.
Authentication-international rates
Eighteen markets have a higher authentication-international rate for OTPs: India, Indonesia, Egypt, Malaysia, Nigeria, Pakistan, Saudi Arabia, South Africa and the UAE, plus Bangladesh, Iraq, Kazakhstan, Kuwait, Morocco, Nepal, Oman, Sri Lanka and Ukraine, which were added on October 1, 2026.
It doesn't apply to everyone. You pay it only when both of these are true:
- Your business is based in a different country from the recipient, according to the primary business location Meta has on file.
- Your business has become eligible by sending more than 750,000 messages outside customer service windows in a moving 30-day period, across these markets. Eligibility starts 30 days later and is permanent.
For large international senders, the gap can be big. An authentication message to an Indian number costs $0.0014 at the standard rate but $0.0304 at the international rate, more than 20 times as much.
Worked examples
Here are two monthly estimates using the October 2026 rates, one business phone number, and no free entry point traffic. You can reproduce both in the calculator.
An Indian e-commerce brand
| Category | Messages | Cost |
|---|---|---|
| Marketing | 20,000 | $236.00 |
| Utility | 50,000 | $70.00 |
| Authentication | 10,000 | $14.00 |
| Service | 5,000 (1,000 free) | $5.60 |
| Total | 85,000 | $325.60/mo |
Marketing is less than a quarter of the messages but 72% of the bill.
A US SaaS company
| Category | Messages | Cost |
|---|---|---|
| Marketing | 5,000 | $125.00 |
| Utility | 20,000 | $68.00 |
| Authentication | 3,000 | $10.20 |
| Service | 3,000 (1,000 free) | $6.80 |
| Total | 31,000 | $210.00/mo |
How to lower your WhatsApp API bill
- 01
Get template categories right
Keep promotional wording out of utility templates so they aren't billed as marketing. - 02
Reply inside the service window
When a customer writes to you, answer with free-form service messages, not new templates. The first 1,000 per number each month are free. - 03
Use Click-to-WhatsApp ads
Conversations that start from these ads open a free entry point window of up to 7 days, and the messages you send in it are free. - 04
Send marketing deliberately
Marketing is the expensive category. Segment your audience and send fewer, better-targeted campaigns. - 05
Resolve support in fewer messages
With service messages now charged beyond the free tier, every unnecessary back-and-forth costs money. An AI agent that answers correctly the first time and hands off cleanly when needed keeps conversations short. - 06
Re-check rates every quarter
Rates can change on January 1, April 1, July 1 and October 1.
WhatsApp Business API pricing FAQ
Is the WhatsApp Business API free?
Getting access is free, and Meta charges no monthly fee. You pay per delivered template message (marketing, utility, authentication) and for service messages beyond the 1,000 free per business phone number per month. Business Solution Providers may charge their own fees on top.
How much does one WhatsApp API message cost?
It depends on the recipient's country and the message category. On the October 2026 rate card, a marketing message costs $0.0118 to India, $0.025 to the US and $0.0635 to the UK, while a utility message costs $0.0014, $0.0034 and $0.022 respectively.
Is WhatsApp API pricing per conversation or per message?
Per message. Meta replaced conversation-based pricing with per-message pricing in 2025, so each delivered template message is charged individually.
Are service (customer support) messages still free?
Partly. Each business phone number gets 1,000 free service messages per month. Since October 1, 2026, service messages beyond that are charged at the market's service rate.
Who pays when a customer messages my business?
Nobody. Inbound customer messages are never charged. You pay for the messages you send, by category.
Does the WhatsApp Business app have the same pricing?
No. The free WhatsApp Business app for phones doesn't use this pricing. These rates apply to the WhatsApp Business Platform (API), which businesses use through Meta's Cloud API or a provider, usually for automation, integrations and multiple agents.
How often does Meta change WhatsApp API prices?
Meta can update rates on January 1, April 1, July 1 and October 1 each year, and announces changes in advance. We update our calculator when a new rate card is published.
